WITH THE EXPERIENCE OF THE ACHIEVEMENTS ACHIEVED BY THE STRUGGLES OF THE ACTIVE AND RETIRED WORKING CLASS, LET US PROMOTE THE UNITY OF ACTION ON THE DAYS OF SEPTEMBER 20, THE DAY OF THE RETIRED AND PENSIONED IN ARGENTINA, AND ON OCTOBER 1 INTERNATIONAL DAY OF OLDER PERSONS (ONU 1990)
September 20, 1904 is a day that recalls the fighting capacity of the labor movement, which achieved 118 years ago, an important achievement for the workers. The first Social Welfare system was created in Argentina, through the sanction of the law known as the Montepío Law 4349: the State Fund for teachers. To said Fund, established by Law 1420, employees of official banks, state railways, judicial magistrates and officials were added. From then on, it stopped being called Montepío to take the name Caja de Jubilaciones y Pensiones. The law established that the positions were elective and the funds and interests of the Fund, property of the people included in its regime.
Thus began a long process of creating other Retirement Funds, arriving in 1944 at the Universalization of Social Security. The subsequent struggles of the workers, retired and active, achieved various modifications in the pension legislation until the sanction of Law 14499, in 1958, which established the mobile 82%, continuing in the 1960s, with Laws 18037 and 18038.
It was in the 1990s, with the deepening of neoliberal policies during the Menem-Cavallo government, that retrograde laws 24241 and 24463 were enacted, which, even with the reforms incorporated, maintain their essence and remain in force.
With unity and mobilization we will once again present our project for a new Social Welfare law that was losing parliamentary status every two years, due to its non-treatment, by decision of the parliamentary majorities on duty.
As we have been denouncing and warning, due to the conditions established in the Government's agreement with the IMF, pension adjustments and reforms that lead to an old-age pension and the privatization of the system are increased, such as the disastrous and already well-known AFJP.
In unity of action with a group of organizations, we will participate on September 20 at 11 am. in Plaza de Mayo and in various activities in Plaza Congreso on the 20th and 21st; culminating on Wednesday, September 21 at 2:30 p.m. in the 1589 Wednesdays of the Retirees in front of the Congress (Rivadavia between Callao and Riobamba).
Activities will also be held in various parts of the country. IN THESE CONFERENCES WE RATIFY THE FIRM DECISION TO CONTINUE THE STRUGGLE FOR AN EMERGENCY INCREASE, FOR THE FIVE BASIC POINTS AND FOR THE PRESENTATION OF THE PROJECTS OF PENSION LAWS, OF NORMALIZATION OF THE INSSJP-PAMI- AND OF COMMODATED HOUSING FOR RETIRED AND PENSIONED @S, TO ACHIEVE A RETIREMENT, HEALTH AND HOUSING ASSETS THAT ALLOW US TO LIVE WITH AUTONOMY AND DIGNITY.
